CIVITERA™CIVICIV-LAYER

A governance and policy-orchestration layer enabling interoperable, auditable AI oversight across jurisdictions and sovereign systems.

Abstract

CIVICIV-LAYER addresses one of the defining challenges of the AI era: how do sovereign systems with different policy regimes interoperate without compromising sovereignty? It defines an interoperable governance layer that lets policy authorities from different jurisdictions enforce their requirements while still enabling cross-system AI coordination.

The layer is engineered around a structural insight: governance must be addressable as data, not buried as code. CIVICIV-LAYER turns policy into a first-class architectural primitive.

System Architecture

The invention organizes cross-sovereign ai governance operations into coordinated functional layers, each independently claimable and licensable:

01 · Map

Jurisdictional Mapping

Structured representation of policy regimes across participating jurisdictions.

02 · Translate

Policy Harmonization

Cross-jurisdiction policy translation and conflict resolution under defined precedence.

03 · Enforce

Compliance Enforcement

Runtime enforcement of harmonized policies across operating AI systems.

04 · Audit

Sovereign Audit Trail

Cryptographically auditable trail preserving each jurisdiction’s oversight rights.

Claim Coverage

I.

A method for interoperable AI governance across heterogeneous jurisdictional policy regimes.

II.

A policy-harmonization substrate with precedence-aware conflict resolution.

III.

A cryptographically auditable governance trail preserving jurisdictional oversight.

Full claim set available to qualified licensing partners under NDA.

Strategic Position

Counter-UAS is among the fastest-growing segments in national security and critical-infrastructure protection. IDJMS positions CIVITERA at the core decision-layer of this market, the governed pipeline that any compliant counter-UAS deployment must implement, making it a high-leverage licensing asset for defense primes, infrastructure operators, and sovereign agencies.
